The United Kingdom and France Will Dispatch Troops to the Country if a Ceasefire Accord is Agreed

The London and Paris have formalized a memorandum of understanding concerning the stationing of armed personnel in Ukraine should a peace agreement be made with Moscow, the UK Prime Minister, Sir Keir Starmer, has declared.

Subsequent to talks with Kyiv's partners in Paris, he said that the UK and France would "establish operational bases throughout Ukraine and build fortified facilities for military hardware and military equipment" to deter any potential incursion.

The partner countries also put forward that the America would play the primary role in monitoring a ceasefire.

Russia has repeatedly warned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not responded on this latest development.

Context and Continuing War

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Russian forces presently holds roughly 20% of the country's land.

"This represents an essential component of our commitment to be alongside Ukraine for the duration," commented Starmer.

Top officials and top officials from the "Allied Coalition" took part in Tuesday's talks.

Speaking at a joint press conference, the Prime Minister noted: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, protecting Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the time to come."

The British leader added that Britain would participate in any American-headed verification of a prospective ceasefire.

Defense Assurances and Diplomatic Positions

Lead Washington representative Steve Witkoff said that "durable defense assurances and strong reconstruction vows are critical to a permanent resolution" in Ukraine – alluding to a key condition made by Kyiv.

The negotiator indicated the partner nations had "mostly completed" their work on finalizing such assurances "in order that the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also took part in the talks.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's partners had made "significant headway" at the meeting.

He added that "strong" defense assurances for Ukraine had been reached in the case of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "significant advance" had been made in Paris, but added that he would only view efforts to be "enough" if they led to the conclusion of the conflict.

Last week, Zelensky suggested a settlement was "90% ready". Agreeing on the last 10% would "determine the outcome of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • The Russian President has consistently stated that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude the war.
  • Zelensky has so far ruled out giving up any land, but has proposed that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Russia currently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The two regions form the area of the Donbas.

The earlier US-led comprehensive peace plan that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being disproportionately favorable in Russia's direction.

This sparked weeks of focused negotiations – with Ukraine, the US and European leaders trying to revise the draft.

The previous month, Kyiv submitted the US an revised 20-point plan – as well as distinct documents describing possible security guarantees and plans for Ukraine's reconstruction, Zelensky said.
